- How is It Possible and Effective to Value Co-Creation in Grassroots Social Governance? Based on the Experience of L Community in X City

基层是国家的基础和重心，实现基层社会治理价值共创是筑牢基层治理长效机制、提升基层治理水平的关键所在。文章结合 X 市 L 社区的治理创新实践，运用扎根理论挖掘基层社会治理价值共创的构成要件，详细刻画价值共创的形成逻辑。研究发现，基层社会治理价值共创依循“价值共创困境—价值共同生产—价值结果评估”的路径，是多元主体协同合作、组合赋能、共同缔造多维价值的复杂动态过程。通过价值共创空间重构、价值共创关系重塑、价值共创能力锻造、价值共创规范嵌入，基层社会治理超越了单纯追求经济、效率、效益的价值目标，确保了任务性价值与非任务性价值的可持续生产，促进了基层社会治理向“人的主体性浮现”的核心论题收敛。 - 关键词：
基层社会治理创新；价值共创；构成要件；形成逻辑；扎根理论； - Abstract: Grassroots are the foundation and focus of a country, and achieving co-creation of grassroots social governance values is the key to building a long-term mechanism for grassroots governance and improving the level of grassroots governance. How is it possible and effective to value co-creation for grassroots social governance? This article combines the governance innovation practice of L community in X city, uses grounded theory to explore the constituent elements of value co-creation in grassroots social governance, and depicts in detail the formation logic of value co-creation. Research has found that the value co-creation of grassroots social governance follows the path of “value co-creation dilemma — value co-production — value result evaluation”, which is a complex dynamic process of multiple subjects collaborating, combining empowerment, and jointly creating multidimensional values. Through the reconstruction of value co-creation space, the reshaping of value co-create relationships, the forging of value co-creation capabilities, and the embedding of value co-creation norms, grassroots social governance has surpassed the value goals of simply pursuing economy, efficiency, and efficiency, ensuring the sustainable production of task-based and non-task-based values, and promoting the convergence of grassroots social governance towards the core theme of “emergence of human subjectivity”.
