- 摘要：
在全球经济一体化进程中，城市国际化建设成为提升城市竞争力的关键。文章聚焦“三教”改革（教师、教材、教法改革）驱动下英语跨文化思辨能力培养，以及其对城市国际化建设的重要作用。“三教”改革为英语跨文化思辨能力培养推动了师资、内容与方法的革新，而英语跨文化思辨能力培养也对“三教”改革提出了新需求。从赋能机制来看，其在经济领域助力国际贸易、产业升级和新兴产业培育；在文化层面增进国际交流、传承本土文化并推动文化创意产业发展；在人才生态上培养创新人才、提升人才素质、促进人才多元化发展与知识流动；在公共服务体系中提升旅游、公共卫生和交通的国际化服务水平。在实践路径上，通过教师、教材、教法改革及以城市需求为导向的人才培养策略，实现英语跨文化思辨能力的有效提升，为城市国际化建设提供有力支撑。 - 关键词：
三教改革；跨文化思辨；城市国际化建设；赋能机制；实践路径； - Abstract: In the context of global economic integration, urban internationalization has become a key factor in enhancing city competitiveness. This study focuses on the cultivation of English intercultural critical thinking skills under the impetus of the “Three-Education” Reform (reforms in teachers, teaching materials, and teaching methods), and its significant role in supporting urban internationalization. The “Three-Education” Reform provides innovations in faculty development, content, and pedagogy, creating favorable conditions for cultivating such skills, while also generating new demands for reform in response to the evolving goals of intercultural competence. From the perspective of the empowerment mechanism, this cultivation contributes to international trade, industrial upgrading, and the development of emerging industries in the economic domain; enhances international exchange, preserves local culture, and promotes the development of the cultural and creative industries in the cultural domain; fosters innovative talents, improves talent quality, and promotes diversity and knowledge mobility in the talent ecosystem; and elevates the international service standards of tourism, public health, and transportation in the public service system. In terms of practical pathways, reforms in teachers, teaching materials, and teaching methods-coupled with talent cultivation strategies aligned with urban development needs-can effectively enhance English intercultural critical thinking skills, providing strong support for the construction of internationally competitive cities.
