在快速城镇化背景下，公共基础设施规划实施面临补短板与提品质的双重要求。同时受国土空间规划体系重构影响，公共基础设施规划理念和实施机制需相应转变。目前城市公共基础设施规划实施面临土地资源紧约束与人口持续增长、供给周期长与需求紧迫、实施机制僵化与需求多样化、涉及部门多与实施协同难等一系列矛盾与挑战。据此，文章以公共基础设施短板突出的深圳市为例，介绍破解公共基础设施供给难的思路方法，基于国土空间规划理念，提出规划逐级传导及分类指引、用地保障计划靶向供给、规划实施全期协同、动态更新与智能校调的全生命周期平台管理，从而构建公共基础设施全链条规划实施机制，将规划实施转化为具体的思路方法和操作步骤，以期为相关规划实施及现代化空间治理提供方法和案例支撑。 - 关键词：
规划传导；公共基础设施；全链条；靶向供给；实施机制； - Abstract: In the context of rapid urbanization, the implementation of public infrastructure faces the dual challenges of addressing defi ciencies and improving quality. Additionally, the restructuring of the national spatial planning system necessitates corresponding changes in the planning concepts and implementation mechanisms for public infrastructure. Currently, the planning and implementation of urban public infrastructure face several contradictions and challenges, including tight constraints on land resources and continuous population growth, long supply cycles and urgent demand, rigid implementation mechanisms and diverse needs, as well as the involvement of multiple departments making cooperation diffi cult. In light of this, the article uses Shenzhen, a city with signifi cant public infrastructure shortfalls, as a case study to introduce strategies and methods for addressing public infrastructure supply issues. Based on the concept of national spatial planning, it proposes hierarchical planning transmission and classifi cation guidance, targeted land use guarantee plans, coordinated implementation throughout the entire process, dynamic updates, and intelligent adjustments through a comprehensive lifecycle platform management. This approach aims to establish a full-chain planning and implementation mechanism for public infrastructure, translating planning into specifi c ideas, methods, and operational steps, thereby providing method and practical support for related planning implementation and modern spatial governance.
