- 摘要：
思考整体机制、采取有效干预手段，是国土空间规划体系建立的思想基础之一。文章从整体主义的理论视域出发，认为国土空间规划的内涵可概括为“以国土空间为对象，基于同时一致性逻辑的穷尽整体猜想与检验，寻找规划对象演变的最优整体性目标以及相应（局部）干预的努力”。在论证分析部分，文章遵循“抽象逻辑—具象问题—具体对策”的递进思路：首先以城市规划、土地规划、主体功能区规划为例，归纳总结我国空间规划体系的演进具有“一致性建构”的特征。其次，指出国土空间规划体系建构的瓶颈源于特定整体简单叠加、目标愿景包罗一切、技术治理存在误区和规划传导“线性迟滞”等原因。最后，尝试从治理路径、干预手段、“猜想—检验”方法和编制实施逻辑 4 个方面初步思考优化国土空间规划整体机制的对策建议。 - 关键词：
国土空间规划；体系建构；整体主义；一致性逻辑；应对策略 - Abstract: One of the foundational ideas behind establishing the territorial spatial planning system is the emphasis on systemic thinking and the adoption of effective intervention strategies. This article, from a holistic theoretical perspective, defines territorial spatial planning as, ¡°targeting the national territorial space, and-based on a logic of simultaneous consistency-formulating and testing exhaustive holistic conjectures to identify the optimal holistic objectives for the evolution of the planning target, along with corresponding (localized) intervention efforts¡±. In the analytical section, the article follows a progressive logic of ¡°abstract reasoning ¡ú concrete problems ¡ú specific strategies¡±. First, using examples such as urban planning, land-use planning, and main functional zone planning, it summarizes that the evolution of China¡¯s spatial planning system is characterized by a ¡°consistency-based construction¡±. Second, it identifies key bottlenecks in building the territorial spatial planning system, including the simple overlay of different systems, overly broad and all-encompassing goal visions, misconceptions in technical governance, and ¡°linear lag¡± in planning transmission. Lastly, it proposes preliminary countermeasures to optimize the overall mechanism of territorial spatial planning from four dimensions: governance pathways, intervention strategies, the ¡°conjecture-testing¡± method, and the logic of plan formulation and implementation.
