从“碎片化”的单个项目走向“单元化”的片区统筹，是推动城市更新实践实现资源整合、利益平衡和公共服务保障的重要路径，因此划定和管理“城市更新（实施）单元”成为很多城市统筹城市更新行动开展的重要管控工具。然而城市更新单元应当由政府“自上而下”地谋划划定，还是应当根据实际项目诉求由实施主体“自下而上”地申请划定，诸如此类的问题在我国各地的更新单元实践中还充满争议。因此文章在辨析城市更新单元统筹需求的基础上，梳理“更新（实施）单元”作为政府管控工具的国内外实践进展与制度建设特征，进而从分类划定、流程管理、主体协作、资源保障等方面入手，剖析北京城市更新实施单元划定的具体方法和策略，为其他城市与地区的更新实施单元划定管理提供参照。 - 关键词：
城市更新；实施单元；单元划定；更新统筹；北京； - Abstract: Transitioning from fragmented individual projects to integrated, unit-based area coordination is a crucial approach to promoting resource integration, interest balancing, and public service provision in urban renewal practices. As such, the delineation and management of “urban renewal (implementation) units” have become key regulatory tools for many cities to coordinate urban renewal actions. However, whether these units should be planned and designated in a top-down manner by the government, or applied for in a bottom-up manner by implementing entities based on actual project needs, remains a subject of ongoing debate across different regions in China. In response, this paper first clarifies the coordination needs underlying urban renewal units and reviews the progress and institutional characteristics of using “renewal (implementation) units” as a regulatory tool both domestically and internationally. It then analyzes the specific methods and strategies for delineating urban renewal implementation units in Beijing, focusing on classification and delineation, process management, stakeholder collaboration, and resource support, offering practical references for the management of renewal implementation units in other cities and regions.
