声景是自然与人文景观有机融合所形成的重要资源，对为公众提供美学欣赏、游憩体验和维持身心健康具有重要贡献。目前声景资源已被作为一种生态系统文化服务，这种概念能为声景资源融入国土空间规划体系带来新的思考，弥补现阶段仅考虑噪声负面影响的缺陷。文章首先梳理了中国国土空间规划和声景资源评价的现状并定位了合适的切入点，之后提出将声景资源概念和评价融入国土空间规划的适应性理论框架，最后讨论了在国土空间规划体系中融入声景资源评价在不同阶段可行的方法技术，以及评价结果在各规划类型的实践应用。研究能够为声景资源融入国土空间规划提供科学依据并指明未来可行的研究方向。 - 关键词：
声景资源；国土空间规划；双评价；环境影响评价；生态系统文化服务； - Abstract: Soundscape is a crucial resource formed by the organic integration of natural and cultural landscapes, which contributes to the public’s aesthetic appreciation, recreational experience, and maintenance of physical and mental health. Currently, soundscape resources have been seen as a cultural ecosystem service, and this concept can bring a new insight into the integration of soundscape resources into the territorial spatial planning system and make up for the shortcomings of only considering the negative impact of noise. This study first explored the knowledge state of China’s national territory spatial planning and soundscape resource evaluation, and located the appropriate entry point. Then, it proposed an adaptive theoretical framework for integrating the soundscape resource concepts and evaluations into the spatial planning. Finally, it discussed the feasible methods and technical points for integrating soundscape resource evaluations into national territory spatial planning system, as well as the application fields of the evaluation results in different planning types. The findings of this study can provide a scientific basis and feasible research orientation for bringing soundscape resources into territorial spatial planning in the future.
