国有建设用地储备是高效配置土地资源的重要工具,新时代需应对新要求。研究提出:(1)“专项规划—三年滚动—年度计划”的规划体系:专项规划定格局、目标、区域,三年计划定功能、布局、规模、时序,年度计划定项目、地块、价格。(2)“三定—两分解—双协同”的传导思路:确定总目标、格局、区域,从责任主体和实施时序进行分解,衔接国土空间规划、协同供应计划。(3)项目、空间、资金传导是规划体系高效运行的有效路径。 - 关键词:
国有建设用地;储备规划;传导机制 - Abstract: The reserve of state-owned construction land is an important tool for the efficient allocation of land resources, and the new era calls for responses to new requirements. The study proposes a planning system of ¡°Special Plans ¨C Three-Year Rolling Plans ¨C Annual Plans¡±: Special Plans define the structure, goals, and regions; Three-Year Plans determine functions, layout, scale, and phasing; Annual Plans specify projects, plots, and prices. It also proposes a transmission approach of ¡°Three Determinations ¨C Two Breakdowns ¨C Dual Coordination¡±: determining overall goals, structure, and regions; breaking down by responsible entities and implementation phasing; connecting with territorial spatial planning and coordinating with supply plans. Project, spatial, and financial transmission is an effective pathway for the efficient operation of the planning system.
