生态保护红线是实施生态文明战略的重要政策举措，合理划定并实施有效科学管理是推动区域经济社会高质量发展的重要基础。当前，全国刚完成生态保护红线划定工作，作为国土空间规划实施的重要内容，其在生态保护红线的监测监管制度体系建设上尚显薄弱。文章以江苏省陆域生态保护红线区域为研究对象，基于江苏省地理国情和生态保护红线的构成，从保护成效监测和人为活动监测两个方面提出了陆域生态保护红线监测的指标体系，可为生态保护红线监测监管提供有效的技术支撑。 - 关键词：
生态保护红线；监测体系；保护成效监测；利用现状监测 - Abstract: The ecological red line is an important policy measure for implementing the ecological civilization strategy, reasonable delineation and effective scientific management are important foundations for promoting high-quality regional economic and social development. Now, the national ecological red line has just been delineated, as an important part of the implementation of national spatial planning, is still weak in the construction of monitoring and supervision system. This study takes the ecological red line area of Jiangsu province as the research object. Based on the geographical situation and composition of the ecological red line of Jiangsu province, an index system for monitoring the ecological red line is proposed from the aspects of protection effectiveness monitoring and human activity monitoring. This provides technical support for the province to carry out monitoring and regulation of ecological red line.
