  • 摘要:
    老旧工业厂区绿色改造是一项涉及多方利益主体的系统工程,如何有效协调核心决策主体间的矛盾冲突是促成各方协同合作的关键。文章基于 SOR 理论框架,识别出老旧厂区绿色改造 ESCO 与业主决策协调的 19 个影响因素,运用 DEMATEL-ISM 模型厘清因素间的因果联系与作用机理。研究表明,感知利益、利益分配、信息沟通程度等是影响主体决策协调的关键因素;政策环境、信息沟通等根源层因素通过作用主体决策行为与互动关系,对主体决策共识达成具有调控作用;感知利益与项目利益分配互为因果且与多个因素形成强关联,对主体决策动力影响显著;而市场主体参与程度对 ESCO 与业主决策协调影响最为直接。基于此,从信息平台建设、政策氛围营造、教育宣传引导、利益分配优化提出主体决策协调促进对策,以期以双方决策协调驱动合作动力,助推老旧工业厂区绿色改造事业长效发展。

  • Abstract: The green renovation of old factory areas is a complex systems project involving multiple stakeholders, and effectively coordinating conflicts among core decision-makers is key to fostering collaborative cooperation. Based on the SOR (stimulus-organism-response) theoretical framework, this study identifies 19 influencing factors affecting the decision-making coordination between ESCOs (energy service companies) and property owners in such renovation projects. Using the DEMATEL-ISM model, the study clarifies the causal relationships and underlying mechanisms among these factors. The results indicate that perceived benefits, benefit distribution, and the degree of information communication are critical factors influencing decision coordination. Foundational factors such as policy environment and information communication influence stakeholder decision-making behavior and interactive relationships, thereby regulating the achievement of decision consensus. Perceived benefits and benefit distribution are mutually causal and strongly connected with multiple other factors, significantly shaping decision-making motivation. The degree of market stakeholder participation has the most direct impact on coordination between ESCOs and property owners. Accordingly, the study proposes strategies to enhance decision coordination-such as building information platforms, cultivating supportive policy environments, guiding public awareness through education, and optimizing benefit distribution-in order to drive cooperative momentum through improved decision-making coordination and promote the sustainable development of green renovation in old factory areas.
