随着全球城市化进程的加速，文化作为城市治理的重要元素，正在重塑现代城市的价值体系与现代城市治理的实践逻辑。文化嵌入现代城市治理有着丰富的理论基础，文化嵌入通过融合传统性与现代性，重构城市治理理念，在本体论层面推动了由“刚性治理”向“柔性共生”的现代城市治理范式转型，催生了以文化认同为基础、多主体协同的治理新场域。文章从文化嵌入城市治理的理论根基、演进过程入手，揭示了文化嵌入现代城市治理的内在机理，探讨了文化嵌入现代城市治理的实践路径。 - 关键词：
文化嵌入；多元共生；城市治理；范式跃迁 - Abstract: With the accelerating process of global urbanization, culture as a vital element of urban governance is reshaping both the value systems and the practical logic of modern cities. The integration of culture into modern urban governance is grounded in a rich theoretical foundation. By blending tradition with modernity, cultural embedding reconstructs governance concepts and, at the ontological level, promotes a paradigm shift from “rigid governance” to “flexible symbiosis” in urban management. This transformation gives rise to a new governance arena characterized by cultural identity and multi-stakeholder collaboration. This article begins by examining the theoretical foundations and evolutionary trajectory of cultural integration in urban governance, then reveals the intrinsic mechanisms of this process, and finally explores practical pathways of embedding culture into modern urban governance.
