夜间经济试点城市创建工作既涉及地缘边界政府间的横向竞争，又涉及时空维度与前任政府的纵向竞争。在阐释夜间经济试点城市创建价值意蕴的基础上，基于有为政府的竞争属性从政绩聚焦效应、转型治理逻辑、助推政策创新 3 方面阐释夜间经济试点城市创建的特征，并通过典型地区夜间经济试点城市创建的实况扫描，凝练“隶属示范导向型创建、评建指标多元化、以‘引导参与’形式为主”3 层现状景观，总结“基层负担加重、不良竞争现象频发、非正式经济边缘化定位、新形式作风滋生”4 点实践困境，最后从融入敏捷思维、规范创建内在限度、引导非正式经济渐进式发展、注重过程结果双向监管 4 方面提出推进策略。 - 关键词：
夜间经济；试点城市创建；有为政府；治理能力现代化 - Abstract: The creation of pilot night economy cities involves both horizontal competition among governments across geographical boundaries and vertical competition with previous administrations in temporal and spatial dimensions. Building on an interpretation of the value implications of establishing pilot night economy cities, this study elucidates their characteristics from the perspective of a proactive government’s competitive attributes, focusing on three aspects: the performance-focus effect, the logic of transformational governance, and the promotion of policy innovation. Through a case study of typical pilot night economy cities, the research distills a three-layered current landscape characterized by “demonstration-oriented subordinate creation, diversified evaluation and construction indicators, and predominantly ‘guided participation’ forms.” It also summarizes four practical challenges: increased burdens on grassroots levels, frequent unhealthy competition, marginalization of the informal economy, and the emergence of new work styles. Finally, the study proposes promotion strategies in four areas: integrating agile thinking, standardizing the internal limits of creation, guiding the gradual development of the informal economy, and emphasizing two-way supervision of both process and outcomes.
