- 摘要：
在高度复杂性和高度不确定性并存的风险社会，乡村也被不断增多的风险挑战所扰动，通过韧性乡村建设防范化解各种难预料因素，已经成为促进乡村可持续发展的重要议题。数字技术作为推动乡村治理现代化的支撑力量，可以在韧性乡村建设过程中发挥其赋能效应，围绕价值、制度和技术三重逻辑增进乡村的韧性发展能力。然而，乡村数字化转型并非一蹴而就，数字技术赋能韧性乡村建设仍然面临着观念、组织、效能和过程等困境，掣肘了数字技术助力乡村抵御风险冲击的有效性。为了更好地发挥数字技术赋能韧性乡村建设的优势，应当强化乡村社会数字技术运用的价值导向，积极打造风险应对的乡村数字治理共同体，不断优化数字技术嵌入乡村治理的用户感知，加快改善韧性乡村建设的数字化人才支撑。 - 关键词：
数字技术；韧性乡村；技术赋能；风险应对 - Abstract: In a risk society characterized by high complexity and uncertainty, rural areas are increasingly disturbed by a growing array of risk challenges. Building resilience in rural communities to prevent and mitigate unpredictable factors has become a critical issue for promoting sustainable rural development. As a supportive force driving the modernization of rural governance, digital technology can empower resilient rural construction by enhancing resilience capacity along the three intertwined logics of value, institution, and technology. However, rural digital transformation is not instantaneous, the empowerment of resilient rural development through digital technology still faces challenges related to conceptual understanding, organizational structure, operational efficiency, and procedural processes, which constrain the effectiveness of digital technologies in helping rural areas resist risk shocks. To better leverage the advantages of digital technology in empowering resilient rural development, it is necessary to strengthen the value orientation of digital technology utilization in rural society, actively build a rural digital governance community for risk response, continuously optimize user experience in embedding digital technology into rural governance, and accelerate the enhancement of digital talent support for resilient rural construction.
