国土空间规划背景下，村庄规划进入了新的阶段，但实用性要求仍未完全实现。文章将 S-CAD公共政策评估方法引入村庄规划评估，以广西57个村庄的规划文本为样本，分析认为规划手段的失效是村庄规划实用性不足的主要原因。为提升村庄规划的实用性，引入了霍普金斯规划行为理论，为规划手段提供了可选择的规划工具，通过构建5 种规划工具类型选择与主观性价值、目标、结果之间的关联，优化编制成果，对全国特别是广西不同类型的村庄提出规划编制建议。 - 关键词：
村庄规划；规划文本评估；编制成果优化；广西 - Abstract: Under the framework of national spatial planning, village planning has entered a new stage, but the requirement for practicality has not been fully achieved. This paper introduces the S-CAD public policy evaluation method into village planning assessment, taking 57 village planning texts in Guangxi as samples. The analysis indicates that the failure of planning instruments is the main reason for the insufficient practicality of village planning. To improve practicality, this study introduces Hopkins’s planning behavior theory to provide alternative planning tools. By constructing the relationship between five types of planning tools and their subjective values, objectives, and outcomes, it optimizes the compilation results and offers planning recommendations for different types of villages nationwide and in Guangxi.
