实现公共价值是智慧城市治理的重要目标,广泛的政企合作则成为推动该目标的重要力量。文章以 X 市“智慧绿波”项目为研究案例,基于战略三角模型,深入探讨公共价值共创的动态行为过程及效果。研究发现,智慧城市治理中公共价值共创经历了3 个阶段:共识确立阶段,政府注意力、政府支持及共识塑造起到了关键作用;合作创造阶段,多元主体参与、业务规范、部门协同和技术赋能发挥了决定性影响;模式推广阶段,上级领导认可、专项制度建设、系统迭代能力和模式推广能力成为主导因素。最终,创造出经济、行政和服务等多维公共价值。 - 关键词:
政企合作;公共价值共创;战略三角模型 - Abstract: Achieving public value is a key goal of smart city governance, and extensive government-enterprise collaboration has become a vital force in advancing this objective. Taking the “Smart Green Wave” project in X city as a case study, this article applies the strategic triangle model to deeply explore the dynamic behavioral process and outcomes of public value co-creation. The study finds that public value co-creation in smart city governance undergoes three stages: (1) the consensus-building stage, where government attention, support, and consensus shaping play critical roles; (2) the collaborative creation stage, where multi-stakeholder participation, standardized operations, interdepartmental coordination, and technological empowerment have decisive impacts; and (3) the model promotion stage, where recognition from higher authorities, establishment of specialized institutions, system iteration capabilities, and model dissemination abilities become dominant factors. Ultimately, this process generates multidimensional public value, including economic, administrative, and service-related outcomes.
