    夜市作为夜间日常生活空间,其中承载了大量的非正规就业与经济活动,但在其治理过程中存在着“时紧时松、宽严不一”等政策反复或无效的现象,如何认识这一政策过程是能否有效治理夜市空间的关键所在。文章以长沙夜市为例,通过分析夜市治理政策的演进过程与主要变化发现,夜市空间从市中心的街边马路向城市社区内部不断嵌入,其治理政策经历了从强制管控到限制性使用、再到鼓励发展的渐进式演进。在这一过程中,治理关系由摊贩—城管互动向多元主体参与转变,“划界”与“分类”作为主要的治理技术与主体的诉求共同影响治理目标的实现。结论指出,未来的空间治理需回应夜间消费背景下对灵活、多样的商业空间产品的需求,以应对非正规经济带来的发展机会。

  • Abstract: Night markets, as spaces for nocturnal daily life, host a significant amount of informal employment and economic activities. However, their governance often exhibits phenomena such as inconsistent enforcement, with policies fluctuating between strict and lenient, leading to repetitive or ineffective outcomes. Understanding this policy process is key to effectively governing night market spaces. Taking Changsha’s night markets as a case study, the article analyzes the evolution and major changes in night market governance policies. It finds that night market spaces have gradually shifted from roadside locations in city centers to being embedded within urban communities. The governance policies have progressively evolved from strict control to restricted use, and finally to encouraging development. During this process, governance relationships have transitioned from interactions between vendors and urban management authorities to the involvement of multiple stakeholders. “Boundary demarcation” and “classification” serve as primary governance techniques, interacting with stakeholders’ demands to shape the achievement of governance objectives. The study concludes that future spatial governance should address the demand for flexible and diverse commercial space products in the context of nighttime consumption, seizing the development opportunities presented by the informal economy.
