- 摘要：
全域土地综合整治规划是国土空间规划体系的重要组成部分，对于深入推进新时期各层级的全域土地综合整治工作具有重要意义。文章按照“内涵解析—问题诊断—路径优化”的逻辑主线，在阐释全域土地综合整治规划理论意义的基础上，聚焦规划拟解决的关键问题，凝练规划编制的响应路径，并以德阳市全域土地综合整治规划为例开展实证分析。研究结果表明：（1）全域整治规划是遵循国土空间规划编制逻辑，针对国土空间规划实施的难点，通过发挥平衡战略整合需求与空间供给潜力的平台作用，以多层级空间单元为对象统筹谋划差异化的项目体系，最终实现空间规划蓝图落地深化实施的工具；（2）全域整治规划编制过程需要考虑要素耦合与战略落地、尺度逻辑与规划传导、功能融合与目标协同、价值分配与利益统筹等 4 类关键问题；（3）实践中应从空间治理、规划技术、模式探索、价值显化等重点领域凝练规划编制的方向与路径，遵循“任务集成—分区集成—模式集成—运营集成”的逻辑，通过整合空间战略需求来统筹整治任务，以突破行政边界约束的整治分区实现全市功能提升。研究结论：全域整治规划是落实各级国土空间总体规划重大战略的实施工具和平台，从基本内涵、关键问题和响应路径进行全面解析并开展实践应用，有利于系统理解全域整治规划，弥合理论研究和整治规划实践的差距。 - 关键词：
全域土地综合整治规划；规划编制逻辑；关键问题；响应路径；德阳市 - Abstract: The comprehensive land consolidation planning is an important component of the territorial spatial planning system and holds significant meaning for advancing the multi-level comprehensive land consolidation efforts in the new era. Following the logical framework of “connotation analysis-problem diagnosis-path optimization”, this paper elaborates on the theoretical significance of the comprehensive land consolidation planning, focuses on the key issues the plan aims to address, refines the responsive pathways for plan formulation, and conducts an empirical analysis using the comprehensive land consolidation and rehabilitation plan of Deyang city as an example. The research results indicate: (1) The comprehensive land consolidation planning adheres to the logic of territorial spatial planning, addresses the challenges in implementing territorial spatial planning, and serves as a tool to deepen and implement the spatial planning blueprint by leveraging its role as a platform to balance strategic integration needs and spatial supply potential. It coordinates differentiated project systems across multi-level spatial units. (2) The comprehensive land consolidation planning urgently needs to resolve four key issues: element coupling and strategic implementation, scale logic and planning transmission, functional integration and goal alignment, and value distribution and interest coordination. (3) In practice, the direction and pathways for plan formulation should be refined by focusing on key areas such as spatial governance, planning techniques, model exploration, and value realization. Following the logic of “task integration-zone integration-model integration-operation integration”, the plan should coordinate consolidation tasks by integrating spatial strategic needs and achieve city-wide functional enhancement through consolidation zones that transcend administrative boundaries. Research conclusion: the comprehensive land consolidation planning is an implementation tool and platform for realizing the major strategies of territorial spatial master plans at all levels. A comprehensive analysis of its basic connotation, key issues, and responsive pathways, along with practical applications, is conducive to systematically understanding the comprehensive land consolidation planning and bridging the gap between theoretical research and practical planning.
