文章以 2020 和 2021 年杭州市 12 个乡镇为对象，在 ITO（制度、技术和组织韧性）
治理框架基础上，运用清晰集定性比较分析法（csQCA）从整体视角出发，试图辨析
多要素耦合关系，拓展单变量分析的可解释边界，从而揭示影响城市韧性治理的非对
称性因果机制及多重驱动路径。研究发现：①技术主导型、ITO三轨协同型以及制度—
技术协同型路径能够实现高韧性治理；②核心乡镇采取驱动路径，而边缘乡镇遵循限
制路径；③技术韧性是高韧性治理的必要条件。 - 关键词：
csQCA；ITO 治理框架；技术韧性；制度韧性；组织韧性 - Abstract: The article takes 12 townships in Hangzhou in 2020 and 2021 as the objects. On the basis of the ITO (institutional, technological, and organizational resilience) governance framework, it uses the crisp-set qualitative comparative analysis (csQCA) method from an overall perspective, attempting to identify the coupling relationships of multiple factors, expand the explanatory boundary of single-variable analysis, and thus reveal the asymmetric causal mechanisms and multiple driving paths that affect urban resilience governance. The study finds: (1) technology-led type, ITO three-track synergy type, and institution-technology synergy type paths can achieve high resilience governance. (2) Core towns adopt driving paths, while peripheral towns follow constraining paths. (3) Technological resilience is the necessary condition for high resilience governance.
