- 从“要素驱动”到“价值治理”：规划引领下大都市郊区全域土地综合整治的转型路径研究

随着经济增长放缓带来国土空间需求减少，传统土地整治模式面临规划衔接不充分、实施路径不畅、整治意愿不强等挑战，新时期土地综合整治工作亟须从要素整治优化向整体价值提升转型。文章通过解析规划系统赋能整治行动的内在逻辑及平台机制，提出全域土地综合整治项目统筹面临的功能冲突、空间冲突及权益冲突困境，构建“规划引领、四链协同、整体统筹”的全域土地综合整治转型框架。以成都环城生态区为例，提出以“要素—资源—产业—价值”目标链的贯通与协同，推动整治区域的要素优化、功能融合及整体价值提升。研究表明，全域土地综合整治转型关键在于建立多功能融合目标协同、多主体统筹平台协同、多要素整治路径协同以及全周期监测反馈协同的平台机制。研究旨在为新时期全域土地综合整治工作从试点探索扩展到全面推进提供参考借鉴。 - 关键词：
多功能融合；多主体协调；多要素整治；全周期监测；整治转型 - Abstract: With the economic slowdown leading to a decrease in demand for national land space, traditional land consolidation models are facing challenges such as insufficient planning coordination, poor implementation paths, and weak willingness for land consolidation. In the new era, comprehensive land consolidation work urgently needs to transform from optimizing element consolidation to enhancing overall value. This article analyzes the internal logic and platform mechanism of empowering land consolidation actions through planning systems, and proposes the functional conflicts, spatial conflicts, and rights conflicts faced by the overall planning of land consolidation projects. It constructs a comprehensive land consolidation transformation framework of “planning guidance, four chain collaboration, and overall planning”. Taking the Chengdu Ring Ecological Zone as an example, it is proposed to promote the optimization of elements, functional integration, and overall value enhancement in the remediation area through the linkage and coordination of the “elements-resources-industry-value” target chain. Research has shown that the key to the transformation of comprehensive land consolidation in the entire region lies in establishing a platform mechanism that integrates multiple functions, coordinates multiple entities, coordinates multiple elements of consolidation paths, and provides feedback on monitoring throughout the entire cycle. This study can provide reference and inspiration for the comprehensive land consolidation work in the new era, from pilot exploration to comprehensive promotion.
