- 摘要：
“创建式治理”作为政府治理的一种创新形式，正越来越多地被运用于城乡建设和空间治理的实践领域。文章基于对近年来浙江省一系列“创建式”空间治理实践的考察，从政府行为的视角解释其运作机制和治理逻辑，并探讨“创建式治理”的空间效应和结果。研究认为：“创建式治理”体现了强烈的政府统合的治理思想。“创建式建设”围绕特定的政府治理目标，通过专班运作、竞争申报、项目打包、指标考评等一系列运作机制，有效地促进部门条块整合、实现体制内动员、确保上级目标的精准落实，并将市场和社会资源整合进既定的政府目标框架内。“创建”的统合机制在空间上产生了要素叠加、空间竞争和空间示范的效应，但同时也可能引起空间差异扩大、建设供给系统性和持续性不足、地方自主性弱化等问题。 - 关键词：
创建式治理；治理机制；空间效应；政府统合；浙江省 - Abstract: As an innovative form of governance, the “creational governance” is increasingly being used in the practical fields of urban and rural construction. Based on the investigation of a series of “creational” spatial governance phenomena in Zhejiang province in recent years, this paper gives a theoretical explanation of its operating mechanism and governance logic from the perspective of government behavior, and discusses the spatial effects. It finds that the emergence of the “creational governance” reflects the idea of governmental unification. “Creational construction” has specific objectives by government, and through a series of operational mechanisms such as task force operation, competition declaration, project packaging and indicator evaluation, it effectively promotes the integration of governmental sectors, the mobilization within the system, the implementation of governance objectives from high-level, and integrates market and social resources into the framework of the government objectives. The integration mechanism of “creational governance” generates the spatial effects such as factor superposition, spatial competition and demonstration, while it may also give rise to problems such as polarization of spatial differences, lack of systematization and sustainability in construction provision, and weakening of local autonomy.
