中东地区作为“一带一路”海陆交汇、全球洲际连接(亚非欧)和大洋联通(太平洋、印度洋、大西洋)的战略支点与枢纽,其滨海港口城市是全球海洋城市体系的重要组成部分,也在全球化贸易网络和区域发展中扮演着关键角色。文章立足中东区域自身的港产城关系特点和国内外区域关系特征,分析中东滨海港口城市的发展格局、演化历程及协同机制,选取阿布扎比与苏伊士作为对比案例,揭示其协同模式的差异化特征。研究表明,中东滨海港口城市受地理枢纽性、资源依赖性与发展异质性影响,普遍面临“港强产弱、城产分离”的协同困境。基于此,研究从“城市、港口、产业、联系网络、治理体系”等方面,对中东地区滨海港口城市提出优化发展的策略建议,为“一带一路”倡议下中东滨海港口城市的可持续发展提供参考。 - 关键词:
中东地区;滨海港口城市;港产城协同;阿布扎比;苏伊士 - Abstract: As a strategic pivot and hub where both land and sea routes under the Belt and Road Initiative connect, continents (Asia, Africa, and Europe) are linked, and major oceans (the Pacific, Indian, and Atlantic) converge, the Middle East sees its coastal port cities serve as vital components of the global maritime urban system. They also play a crucial role in the global trade network and regional development. Based on the distinctive characteristics of port-city-industry relationships within the Middle East and its regional dynamics both domestically and internationally, this paper analyzes the development patterns, evolutionary trajectories, and synergistic mechanisms of coastal port cities in the region. Using Abu Dhabi and Suez as comparative case studies, it reveals the differentiated features of their synergistic models. The research indicates that, influenced by geographic centrality, resource dependency, and developmental heterogeneity, coastal port cities in the Middle East commonly face a synergistic dilemma characterized by “strong ports but weak industries, and a disconnect between cities and industries.” Accordingly, the study proposes strategic recommendations for optimizing the development of these cities from perspectives such as “city, port, industry, connectivity networks, and governance systems,” offering insights for the sustainable development of Middle Eastern coastal port cities under the Belt and Road Initiative.
