面对城市化进程中的风险挑战,评估城市韧性以促进区域安全发展。文章构建“经济—社会—环境—制度”FSEI 四维模型,基于 2012—2023 年中国 100 个城市数据,分析城市韧性发展差异。研究发现:韧性水平整体提升但增速分化,区域城市韧性差异显著,东部通过经济与制度韧性双驱动形成优势,中西部受经济与制度政策双重制约。聚类分析识别高、中、低韧性城市群组,高韧性城市实现资本循环与产业升级互动,中韧性城市存在政策与市场衔接不足,低韧性城市面临融资滞后与更新受阻的双重制约。建议高韧性城市深化智慧化更新,中韧性城市加强区域产业协同,低韧性城市依托政策性金融推动生态修复与产业转型,为差异化治理提供依据。 - 关键词:
城市韧性;城市更新;区域差异;FSEI 模型;聚类分析 - Abstract: Confronting risks and challenges during urbanization necessitates the assessment of urban resilience to promote regional security development. This study constructs a four-dimensional FSEI model (encompassing finance, society, environment, and institution) to analyze disparities in urban resilience development, utilizing data from 100 Chinese cities (2012—2023). The findings reveal an overall increase in resilience levels, but with divergent growth rates and pronounced regional disparities. Eastern cities demonstrate an advantage driven by both economic and institutional resilience, whereas central and western cities are constrained by relative weaknesses in these two dimensions. Cluster analysis categorizes cities into high-, medium-, and low-resilience groups. High-resilience cities exhibit a virtuous cycle between capital circulation and industrial upgrading. Medium-resilience cities suffer from a disconnect between policy and market forces. Low-resilience cities are hampered by both financing delays and impediments to urban renewal. Accordingly, differentiated governance strategies are proposed: high-resilience cities should deepen smart urban renewal; medium-resilience cities need to enhance regional industrial synergy; and low-resilience cities ought to leverage policy-based finance to propel ecological restoration and industrial transformation.
