研究从“政策流动与模型转移”的理论视角，将阿布扎比视为一个独特的“规划模型接收实验室”，通过构建“模型来源—实施效果—治理适配”分析框架，基于历史档案资料，分析阿布扎比城市规划进程中全球规划模型的流动、翻译与本地化历程。研究发现：阿布扎比的规划史是一部从“强制性移植”到“主动选择性引进”的模型流动史；规划成效的关键在于“翻译”而非“复制”，成功的规划进行了有效的文化与环境适配，而失败的规划则因忽视本地语境出现严重“水土不服”；“一带一路”倡议构建了一个新的、双向的政策流动渠道，为阿布扎比探索多元化发展路径提供了重要支撑。研究旨在通过阿布扎比的案例，揭示后发城市在全球规划知识传播网络中的能动角色，为理解全球南方城市的空间发展提供新的理论视角与案例启示。 - 关键词：
政策流动；模型转移；本地化翻译；阿布扎比；全球模型 - Abstract: Drawing on the theoretical perspective of “policy mobility and model transfer”, this study conceptualizes Abu Dhabi as a unique “laboratory for receiving planning models”. By constructing an analytical framework of “model source — implementation outcome — governance adaptation”, and based on historical archives, it analyzes the flow, translation, and localization of global planning models in Abu Dhabi’s urban planning process. The study finds that Abu Dhabi’s planning history is a history of model flow from “forced transplantation” to “proactive and selective appropriation”; the key to planning effectiveness hinges on “translation” rather than “replication”, with successful planning achieving effective cultural and environmental adaptation, while failed planning suffered severe “incompatibility” due to neglect of the local context; the Belt and Road Initiative has established a new, bidirectional channel for policy mobility, thereby providing crucial support for Abu Dhabi in exploring diversified development paths. Through the case of Abu Dhabi, this study aims to reveal the agency of latecomer cities within global planning knowledge circulation networks, offering new theoretical perspectives and case insights for understanding the spatial development of Global South cities.
