    边境口岸城市作为践行“一带一路”高质量发展与共建周边命运共同体的关键载体,其发展范式正经历着从“通道依赖”向“功能节点”的深刻转型。文章基于“岸—产—城”互动框架,系统剖析其空间发展的动态特征与机制。研究表明:(1)边境口岸空间演化深刻嵌入地缘环境与跨境制度,呈现“制度规制—流动塑造—空间响应”的复合动力机制;(2)在口岸产业政策引导下跨境货流、客流差异塑造不同的城市功能结构,形成货流主导、客流主导与客货复合型3 类空间模式;(3)口岸城市空间演进呈现“错位—调整—再错位”的动态循环特征,面临周期差异、非线性增长与双边制度约束等挑战。针对上述特征,研究提出建立口岸专项规划体系以协同发展时序,构建弹性用地机制以适配动态需求,创新跨境治理模式以提升制度韧性,为构建边境口岸城市可持续发展的空间秩序提供理论支撑和实践路径。

  • Abstract: Acting as key platforms for advancing the high-quality development of the Belt and Road Initiative and fostering a shared future with neighboring communities, border port cities are undergoing a profound shift in their development paradigm from “channel dependency” to “functional nodes”. Framed by the “port-industry-city” interaction perspective, this study systematically analyzes the dynamic characteristics and mechanisms of their spatial development. The findings reveal that: (1) The spatial evolution of border ports is deeply embedded in specific geopolitical and cross-border institutional contexts, driven by a composite mechanism described as “institutional regulation–flow shaping–spatial response”; (2) Guided by port-industry policies, disparities in cross-border cargo and passenger flows shape distinct urban functional structures, resulting in three spatial patterns: freight-dominated, passenger-dominated, and composite; (3) The spatial development follows a dynamic cycle of “mismatch–adjustment–remismatch”, confronts challenges including cyclical disparities, nonlinear growth, and bilateral institutional constraints. In response, this study proposes to establish a specialized port planning system to synchronize development phases, creating flexible land-use mechanisms to accommodate dynamic needs, and innovating cross-border governance models to enhance institutional adaptability. These proposals provide theoretical underpinnings and practical pathways for building a sustainable spatial order in border port cities.
