    都市圈是城市和区域发展过程中产生的地域空间组织。在发展壮大都市圈的目标要求下,我国推动部分城市形成跨省域都市圈,但由于不同城市和省份之间存在行政边界,对发展要素跨界交互造成影响,构成边界效应,进而影响跨省域都市圈的培育过程。文章以重庆都市圈为例,根据空间相互作用和流动空间原理,在客货流交通大数据支持下,构建了边界效应可视化模型,诊断了重庆都市圈边界效应的现状特征,然后利用障碍度模型分析了其障碍因素。结果表明:①省级边界的阻碍作用居中,并不是跨省域都市圈发展的主要限制;②所有行政边界中,中心城区的边界阻碍作用总体小于非中心城区边界,中心城区所处边界中,省级边界的阻碍作用大于区级边界;③中心城区与毗邻地区的边界对货流联系的阻碍作用小于对人流联系的阻碍作用,非中心城区间的边界则相反;④边界效应的主要障碍因子涉及行政、交通和服务设施,前两者发挥更关键的作用。论文提出了通过对边界效应的正向分类引导,促进跨省域都市圈内部联系一体化的针对性建议。

  • Abstract: Metropolitan area is a regional spatial organization formed in the urban and regional development process. To foster the growth of metropolitan areas, China began to promote some cities to become parts of inter-provincial metropolitan areas. However, due to the existence of administrative borders between different cities and provinces, administrative borders and their related effects have an impact on the cross-border interaction of development factors, leading to border effects, which in turn affects the developing process of inter-provincial metropolitan areas. Taking Chongqing Metropolitan Area as an example, according to the basic principles of spatial interaction and flow space, supported by big data of passenger and freight traffic, this paper constructs a visual model of the border effects of Chongqing Metropolitan Area, diagnoses the current characteristics of the border effects of Chongqing Metropolitan Area, and then analyzes its obstacle indicators by using the obstacle model. The results indicate that: ① The provincial border obstruction is not significant and not the main limitation of the development of inter-provincial metropolitan area; ② Among all administrative borders, the border obstruction degree of the central urban area of Chongqing is generally lower than that of the others, and provincial border obstruction degree is higher than district border obstruction degree among the borders of the central urban area of Chongqing; ③ The administrative borders of the central urban area of Chongqing obstruct the connection of goods flow stronger than the connection of people flow, while the others are the opposite; ④ The main obstacle indicators of border effects involve administration, transportation and facilities, and the former two play a more critical role. Based on the research, this paper puts forward some suggestions to promote the integration of inter-provincial metropolitan areas through the positive classification and guidance of border effects.
