This paper outlines the evolution of the protection of historical and cultural cities in China by dividing it into three stages: from 1982 to 1994, the first stage focused on initially establishing management systems and exploring protection paths; from 1995 to 2010, the second stage gradually improved governance mechanisms and constructed a protection system; and from 2011 to the present, the third stage integrated with the strategy of building a strong cultural nation, promoting sustainable development in the protection of historical cities. Using the “4W” analysis framework, the paper examines the protection objectives (Why), protection subjects (Who), protection objects (What), and protection methods (How) for each stage of historical city protection in China. Based on a review of the trends in city protection development, the paper offers prospects for the future protection and renewal of historical and cultural cities.
