伴随国家区域一体化发展战略实施与政务服务“一网通办”改革推进，技术赋能背景下的区域合作治理问题日益凸显。随着新公共管理所倡导的行政效率逐步提高，公众开始额外追求政府管理者所能够创造的实质价值。文章以公共价值管理理论中的政府战略三角模型为研究目标的价值指引，通过调查发现长三角“一网通办”在运行过程中主要存在价值层的区域内公共价值缺失困境、工具层的平台运行效能困境与合法层的互动与政治支持困境，并基于此提出优化路径：一是强化区域一体化价值理念；二是要通过建立有效的府际沟通协商制度、科学的地方政府绩效考核制度以及畅通的区域信息共享机制来提升区域合作组织的运行能力；三是建立关于技术赋能区域合作治理的相关制度与法律法规来提升长三角“一网通办”的政治与合法性支持。 - 关键词：
技术治理；区域合作治理；政务服务；公共价值 - Abstract: With the implementation of the national regional integration development strategy and the advancement of the “One-stop Online Government Services” reform, issues in technology-enabled regional cooperation governance have become increasingly prominent. As the administrative efficiency advocated by New Public Management (NPM) has gradually improved, the public has begun to pursue additional substantive value that government managers are able to create. This paper takes the governmental strategic triangle model in public value management theory as the value guide for the research objective. Through investigation, it is found that the Yangtze River Delta “One-stop Online Government Services” faces three main dilemmas in operation: the lack of intra-regional public value at the value level, platform operational effectiveness at the tool level, and interaction and political support at the legitimacy level. Based on this, the paper proposes optimization paths: first, to strengthen the value concept of regional integration; second, to enhance the operational capacity of regional cooperation organizations by establishing an effective intergovernmental communication and consultation system, a scientific performance evaluation system for local governments, and a smooth regional information-sharing mechanism; third, to strengthen the political and legal support for the Yangtze River Delta “One-stop Online Government Services” by establishing relevant institutions, laws, and regulations on technology-enabled regional cooperation governance.
