乡村设计是解决乡村建设过程中环境失序、风貌失衡、设施失配等问题的关键抓手。在国土空间规划语境下，文章界定了乡村设计概念内涵，梳理其改革开放以来的发展脉络，分析新语境下乡村设计的系统转向和重构，并构建与之适配的框架体系。结合苏州实践，提出“三维嵌套”乡村设计体系构建策略：规划与设计融合的编制审批体系、建设条例与技术导则配合的运行保障体系、规划许可与公众参与结合的实施监督体系，为其他地区提供参考。 - 关键词：
乡村设计；国土空间规划；框架体系；苏州实践 - Abstract: Rural design is a crucial approach to addressing issues such as environmental disorder, landscape imbalance, and infrastructure mismatch in rural construction. Within the context of territorial spatial planning, this study defines the conceptual connotation of rural design, traces its evolution since China’s Reform and Opening-up, and analyzes its systemic transformation and restructuring under this new planning paradigm. An adaptive framework system is constructed. Drawing on practical cases from Suzhou, we propose a “three-dimensionally nested” rural design system strategy, which includes: (1) a compilation and approval system that integrates planning and design; (2) an operational guarantee system supported by construction regulations and technical guidelines; and (3) an implementation and supervision system that combines planning permits with public participation. This strategy aims to provide a reference for other regions.
