市政的发展是中国城市由封建统治走向近代化的重要体现，它重构了近代城市管理体系和建设方式，并推动了“市”行政建制的形成。文章以市政制度历史演化为脉络，以相关历史资料为线索，对中国近代市政的发展动因、机制与模式进行回溯，并对中国近代市制的形成与发展过程进行梳理。中国近代市政的发展先后经历了市政工程兴起、地方自治兴起与警政代市政、市政扩大与市制形成等 3 个主要阶段，对当代城市体制产生了深远影响，对未来市政制度发展改革方向具有思辨性启示。 - 关键词：
近代；城市；市政；市制；地方自治 - Abstract: The development of municipal administration is an important manifestation of the transformation of Chinese cities from feudal rule to modernization. It reconstructs the management system and construction mode of modern cities, and promotes the formation of municipal system. Taking the historical evolution of the municipal system as the thread and relevant historical materials as the clue, this paper traces the development motivation, mechanism and mode of modern Chinese municipal system, and combs the formation and development process of Chinese modern municipal system. The development of Chinese modern municipal administration has successively experienced three main stages: the rise of municipal engineering, the rise of home rule and the replacement of police administration for municipal administration, as well as the expansion of municipal administration and the formation of municipal system, which has had a profound impact on the contemporary urban management system and has speculative implications for the future direction of municipal system development and reform.
