文章基于对南京市城市微更新项目的实证研究，探讨多元共治视角下的城市微更新财务执行机制。研究发现，传统城市微更新财务模式在经济下行和财政紧张的背景下面临挑战，而多元共治视角提供了一种整合多方资源的新路径。通过协调政府、企业、居民及其他社会力量，多元共治模式能够促进资源的有效分配和利用。政府从单一投资者和决策者转为协调者和促进者，企业发挥关键的财务实施角色，通过创新财务模式加速项目进程。通过对话、妥协和合作，不同参与主体努力实现资源分配的公平合理。 - 关键词：
微更新；多元共治；财务模式 - Abstract: Based on an empirical study of urban micro-renewal projects in Nanjing, this paper explores the financial execution mechanism of urban micro-renewal from a multi-governance perspective. The study finds that traditional financial models of urban micro-renewal face challenges in the context of economic downturn and fiscal constraints. The multi-governance model integrates the efforts of government, enterprises, residents, and other social actors, promoting the efficient allocation and utilization of resources. The government shifts from being a sole investor and decision-maker to a coordinator and facilitator, while enterprises play key roles in financial implementation and project execution, accelerating project progress through innovative financial models. Through dialogue, compromise, and cooperation, different stakeholders strive to achieve fair and reasonable resource allocation.
