推动拆迁安置社区良性治理是实现城市空间善治的必要环节。文章以成都伏龙社区为例,运用访谈法、编码分析识别研究社区空间治理风险,基于行动者网络探讨其治理风险的化解路径。研究发现:(1)情感归属空间撕裂、利益关联空间冲突、生计保障空间脆弱、住区环境空间欠缺和社会规制空间乏力是拆迁安置类社区空间治理的关键风险表征,伏龙社区是城镇化进程中拆迁安置类社区的缩影,受传统惯习扰动、权益分配失衡、就业模式转型、人居空间非正规扩张和政策制度缺位的综合影响,也遭遇了上述治理危机;(2)围绕拆迁安置社区高异质性社会带来的现实问题,以行动者网络的异质性和相关性为支撑,构建拆迁安置社区空间治理分析框架;(3)核心行动者居委会和居民代表引导下的行动者网络,是有效化解伏龙安置社区空间治理风险的关键路径;(4)应从完善制度设计、赋予空间权利和关注社会共治综合施策,保障行动者网络有效运转。研究旨在为提升拆迁安置社区空间治理水平提供参考。 - 关键词:
拆迁安置社区;社区空间治理;社区治理风险化解;行动者网络理论 - Abstract: Promoting sound governance in demolition and resettlement communities is crucial for good urban spatial governance. Using Chengdu’s Fulong community as a case study, this article employs interviews and coding analysis to identify spatial governance risks within the research area and draws on an actor-network approach to explores pathways for mitigating these risks. Findings include: (1) Key manifestations of spatial governance risks in demolition and resettlement community include fragmentation of emotional attachment spaces, conflicts in interest-linked spaces, vulnerable livelihood spaces, inadequate residential environments, and weak social regulations. The Fulong community, emblematic of demolition and resettlement communities in urbanization, faces these governance crises due to traditional habit disturbances, unequal rights distribution, employment transformation, informal urban expansion, and policy gaps. (2) An analytical framework for demolition and resettlement community spatial governance is constructed, supported by the heterogeneity and relevance of actor networks, addressing practical issues arising from highly heterogeneous societies. (3) The actor network led by core actors, including the residents’ committee and representatives, is key to effectively mitigating governance risks in Fulong community. (4) Comprehensive measures such as improving institutional design, empowering spatial rights, and emphasizing social co-governance should be implemented to ensure the effective operation of actor networks. This research aims to provide referencess for enhancing spatial governance in demolition and resettlement communities.
