- 摘要：
沿边地区是我国高水平对外开放的枢纽，沿边自贸试验区更是我国发挥区域优势、全域协同对外开放的标志。其中，新疆自贸试验区霍尔果斯片区作为我国向西开放的前沿阵地和“一带一路”核心枢纽，积极发挥着沿边优势。近年来，霍尔果斯片区对外贸易发展取得了贸易规模扩大、电商外贸新业态新模式快速发展、以物流为核心的产业多元化格局初显、机制创新不断优化、通关便利化水平显著提升等成果。然而，霍尔果斯片区当前仍面临着物流基础设施建设有待加强、外贸新业态及产业多元化发展有待升级、通关效率有待提升、自贸试验区政策红利有待释放等主要挑战。基于贸易便利化、交易成本和产业协同等相关理论，文章构建了应对新疆自贸试验区霍尔果斯片区对外贸易高质量发展相关挑战的“一核心四联动四支撑”的机制框架，并据此从基础设施、产业升级、制度创新、数字赋能、治理能力 5 个维度提出了针对性的发展策略。 - 关键词：
沿边自贸试验区；霍尔果斯片区；对外贸易；高质量发展 - Abstract: As strategic hubs of China’s high-standard opening-up, border regions host pilot free trade zones that epitomize the leveraging ofregional advantages for integrated, nationwide openingness. In particular, the Khorgos area of the Xinjiang Pilot Free Trade Zone serves as a frontier stronghold for China’s westward opening-up and a core hub of the Belt and Road Initiative, actively capitalizing on its unique border location advantages. In recent years, the foreign trade of the Khorgos area has achieved remarkable progress, including the expansion of trade volume, the rapid development of new forms and models of e-commerce foreign trade, the preliminary formation of a logistics-centered industrial diversification pattern, continuous improvement of institutional innovation, and a notable rise in the level of customs clearance facilitation. However, the Khorgos area still faces significant challenges, such as insufficient logistics infrastructure, the need for further upgrading of new foreign trade forms and industrial diversification, suboptimal customs clearance efficiency, and underutilized policy dividends of the free trade zone. Grounded in relevant theories of trade facilitation, transaction cost economics, and industrial synergy, this paper constructs a “1 Core, 4 Linkages, 4 Supports” institutional framework to address the challenges confronting high-quality development of foreign trade in the Khorgos area of the Xinjiang Pilot Free Trade Zone. Accordingly, targeted development strategies are proposed from five dimensions: infrastructure development, industrial upgrading, institutional innovation, digital empowerment, and governance capacity building.
