- 摘要：
淡水不仅是人类赖以生存的生命之源，更是城市与区域可持续发展的关键性资源。沙特阿拉伯淡水资源天然匮乏，但其通过长期推进海水淡化产业与设施建设，有效保障了城市用水需求。文章概述了沙特阿拉伯海水淡化设施的利用与分布现状、技术特点以及相关规划的宏观影响，分析其海水淡化产业与城市发展各个阶段的演化特征。在此基础上，从区域和城市尺度揭示沙特阿拉伯海水淡化产业与城市布局的总体联系，综合阐述了该国海水淡化设施与城市发展以及城市布局的关系。为保障海水淡化产业与人口和设施相互协调发展，文章从时序发展、分布格局和结构调整共 3 个方面提出对海水淡化产业发展的思考，总结沙特阿拉伯海水淡化产业与城市协调发展经验对我国的启示。 - 关键词：
海水淡化；产业设施；城市发展；产业规划；沙特阿拉伯 - Abstract: Fresh water is not only the source of human survival but also a critical resource for the sustainable development of cities and regions. Although Saudi Arabia is naturally deficient in fresh water resources, it has effectively secured urban water demand through long-term efforts in advancing the seawater desalination industry and related infrastructure. This paper describes the utilization and distribution status of seawater desalination facilities in Saudi Arabia, their technological characteristics, and the macro-level impacts of related planning, analyzing the evolutionary characteristics of the seawater desalination industry and urban development at various stages. On this basis, the overall relationship between the desalination industry and urban layout in Saudi Arabia is revealed at regional and city scales, and the connections among desalination facilities, urban development, and urban layout in the country are comprehensively elaborated. To ensure the coordinated development of the desalination industry with population and infrastructure, this paper proposes reflections on the development of the desalination industry from three aspects: temporal evolution, spatial distribution patterns, and structural adjustment. Finally, it summarizes the experiences in coordinating the seawater desalination industry with urban development in Saudi Arabia and discusses their implications for China.
