多利益主体的复杂博弈制约了城市更新进程,而既有研究尚未找到破解困局的有效抓手。为此,文章从土地增值收益分配视角切入,揭示政府适度让利对城市更新绩效的影响机制,并运用 Tobit 模型进行实证检验。研究发现:政府适当让渡土地发展权和土地出让金可提升城市更新绩效,且非珠三角城市的促进作用更为显著,对开发商的激励成效高于土地原产权人。因此,政府适度让利是提高城市更新绩效的重要抓手,应因地制宜,实施差异化的土地出让金优惠政策,对开发商提高土地出让金减免程度,对土地原产权人则改进参与城市更新的模式。 - 关键词:
土地增值收益分配;城市更新绩效;Tobit 模型;土地出让金 - Abstract: The complex bargaining among multiple stakeholders constrains the process of urban renewal, and the existing research has yet to identify an effective lever to resolve this dilemma. Therefore, this paper, starting from the perspective of land value-added income distribution, reveals the mechanism through which moderate government concessions influence urban renewal performance, and uses the Tobit model for empirical test. It is found that proper transfer of land development rights and land transfer fees by the government can improve the performance of urban renewal, and the promotion effect of non-Pearl River Delta cities is more significant, and the incentive effect is stronger for developers than for original land rights holders. Therefore, the moderate government concessions serve as a crucial lever to improve the performance of urban renewal. Differentiated preferential policies on land transfer fees should be implemented according to local conditions, with greater land transfer fee reductions for developers, while the participation model in urban renewal should be improved for original land rights holders.
