- 协调视角下县级主体功能细化路径研究及实证探讨——以凉山彝族自治州为例

在当前坚持生态文明理念和区域协调发展战略的背景下，主体功能定位的科学性直接影响着人与自然和谐共生及区域协调发展。基于此，文章提出了协调视角下的县级主体功能细化总体思路：首先对“人地协调、横向协调、主体功能区战略”三者进行辩证认识。接着从理论架构、技术路径、数据方法 3 个方面，搭建以协调发展为导向的县级主体功能定位细化路径。最后以凉山彝族自治州为例进行实证分析，将其 17 个县级单元的主体功能定位细划为 7 类。研究提出的主体功能定位细化思路，对于保障市级国土空间规划实施、完善区县规划目标指引具有一定的理论、实践价值。 - 关键词：
主体功能定位；协调；人地协调；细化路径；凉山彝族自治州 - Abstract: In the current context of adhering to the concept of ecological civilization and the strategy of coordinated regional development, the scientific nature of the main function orientation directly affects the harmonious coexistence between humanity and nature and the coordinated development of the region. Based on this, the study puts forward the general idea of refining county-level main function from the perspective of coordination: firstly, it provides a dialectical understanding of the “human-earth harmony, horizontal coordination and the strategy of main function-oriented areas”. Then, from the theoretical framework, technical path and data method, a coordinated-development-oriented path for refining county-level main function positioning is built. Finally, an empirical analysis is conducted with Liangshan Prefecture as an example, and the main function positioning of its 17 counties and cities is subdivided into seven categories. The ideas of refining main function positioning proposed in the study have certain theoretical and practical values for guaranteeing the implementation of municipal land space planning and improving the target guidelines of district and county planning.
