规划与治理是城市更新的两大主要操作工具，二者长期相对分离，其交互作用没有受到足够的重视是城市更新难以取得创新突破的重要原因。文章选择典型案例英国泰晤士门户区作为考察对象，结合其发展历程梳理，将该地区的治理进程划分为 4 个主要阶段，提取每个阶段的主要特点，进而对规划与治理的辩证关系、管理与治理的本质区别进行了阐释。在此基础上，总结提出将规划作为治理主体、治理路径、治理内容的延伸思考，并分别对 3 个方面的启示意义做了探讨。汲取国际经验、剖析历史脉络，能够为深刻理解规划与治理的逻辑关系提供认知参考，对促进规划与治理体系融合发展具有借鉴意义。 - 关键词：
泰晤士门户区；城市更新；空间治理；城市更新规划 - Abstract: Planning and governance are two major operational tools for urban renewal. However, their long-standing separation and the neglect of their interaction are key reasons why urban renewal has struggled to achieve innovative breakthroughs. Taking Thames Gateway in Britain as a case study and reviewing its development history, this paper divides the governance process into four stages and summarizes the characteristics of each stage. It then elucidates the dialectical relationship between planning and governance and the essential distinction between management and governance, based on which the paper further proposes extended reflections on taking planning as the subject, the approach, and the contents of governance, and discusses the implications of each aspect. Drawing on international experience and examining historical contexts can provide a cognitive reference for deeply understanding the logical relations between governance and planning, which has a significance to encourage the integrated development of planning and governance system.
