资源型城市为中国快速城镇化进程提供了重要的能源资源保障,但随着资源枯竭,通常面临严峻的经济社会与生态环境挑战。城市活力作为可持续发展的前提,为应对这些问题提供了一个新的视角。文章以徐州市区为研究对象,基于夜间灯光数据、人口热力数据、公共设施 POI 等多源数据,应用网络化识别、核密度分析、香农多样性指数计算并构建活力指标体系等方法,对资源型城市的空间及非空间活力演变进行评价。结果表明:(1)徐州市区活力发展呈现“十”字形多节点延伸的结构。(2)东北侧贾汪矿区已经转型为徐州市区的次级活力中心。(3)潘安湖新城生态修复成效突出,但人口集聚能力有待提升。(4)西北侧九里矿区逐渐融入城市活力体系,但仍有较大规模空间待激活。文章从充分利用矿区遗存、生态修复外溢价值捕获、矿区特色产业植入、财政投入倾斜等方面提出针对资源型城市活力提升的建议。 - 关键词:
城市活力;资源型城市;多源数据;活力评价 - Abstract: Resource-based cities have provided crucial energy and resource security for China’s rapid urbanization process, but as resources are depleted, they typically face severe economic, social, and ecological environmental challenges. Urban vitality, as a prerequisite for sustainable development, provides a new perspective to address these issues. This study takes the municipal districts of Xuzhou city as the research scope. Based on multi-source data such as nighttime light data, population heat data, and public facility POI data, methods such as networked recognition, kernel density analysis, Shannon diversity index computation, and construction of a vitality index system are applied to evaluate the spatial and non-spatial vitality changes of a resource-based city. (1) The results indicate that: the dynamic development of Xuzhou urban area presents a “cross”-shaped multi- node extension structure. (2) The Jiawang mining area on the northeast side has been transformed into a secondary vitality center of Xuzhou city. (3) The ecological restoration of Pan’an Lake New City has achieved outstanding results, but the population agglomeration capacity needs to be improved. (4) The Jiuli mining area on the northwest side is integrating into the urban vitality system, but a large amount of space remains to be activated. Finally, suggestions for enhancing vitality of resource-based cities are proposed from the aspects of fully utilizing the spatial relics of the mining area, capturing the spillover value of ecological restoration, implanting characteristic industries in the mining area, and prioritizing financial investment.
