英国企业区建设作为应对城市衰退的城市政策之一，在20世纪80年代得到了大力发展，但成本-收益分析显示,每个新增就业岗位的成本过高，而且在公平性方面也存在问题，企业区政策并没有取得预期的成功。中国经济开发区与英国的企业区存在某些共同之处，从政策层面对中国经济开发区进行反思，可以发现中国经济开发区存在政策周期不明、政策评估缺失等问题，直接地诱发了当前许多问题的产生。 - 关键词：
企业区；经济开发区；政策评估； - Abstract: As a kind of urban policy to control urban depression in Great Britain, enterprise zones flourished in the eighties of the 20th century. But the cost-benefit analysis shows that the price of new jobs is too high and the policy causes unfairness in different areas. As a result, the Enterprise Zone policy is not so successful as expected. Economic Development Zones in China have something in common with British Enterprise Zones. To retrospect the evolution of the Economic Development Zones from the point of view of public policy, it can be concluded that the policy cycle is not definite and policy assessment is absent, which causes many problems.
