国家“十一五”规划纲要明确提出要推进形成主体功能区，这是国家在宏观调控区域发展格局中实施西部大开发、振兴东北、中部崛起和鼓励东部地区率先发展政策之后的又一重要举措，目的是促进区域协调发展。这是一种新理念、新思路、新方法、新考验，需要在实践中去探索。本文就主体功能区的几个问题展开讨论，希望有助于对本课题的研究。 - 关键词：
主体功能区划；概念；方法；实施机制； - Abstract: To form principal functional regions is put forward definitely in the Outline of Chinese National Fifteenth Five-year Planning. This is another important measure for the nation to harmonize the regional development after implementing the policies of Western China Development, Northeastern China Renaissance, the Rising of Middle China and encouraging East China takes the lead in developing, the main purpose is to promote harmonious development among different regions. The concept of principal functional region planning is a kind of new ideal, new thinking, new measurement and also a new challenge, and it demands new countermeasures to resolve new problems in practice. Several problems concerning principal functional region planning are discussed in this paper. And the author hopes it is helpful to the research on it.
