通过对广州市番禺区2000年以来的控制性详细规划的编制情况的回顾和检讨，探寻控规编制中存在的问题及其根源。进而提出控规应以维护公众利益为核心，以市场需求和综合协调为导向，针对不同的城市、不同的开发项目及不同的土地用途，因地制宜地编制，以引导城市的健康持续发展。 - 关键词：
控制性详细规划；衔接性；针对性；科学性； - Abstract: By reviewing and analyzing the regulatory detailed planning of Panyu district, this paper tries to find out the problems as well as the reasons in the compilation of the regulatory planning. Then it argues that the regulatory planning should attach most importance to public interest and market demands, and should be compiled depending on different situations in order to guide urban construction along healthy development direction.
