我国高新区建设已进入“二次创业”阶段，城市化是其必然，但高新区的主体人群构成决定了高新区规划并不完全等同于城市规划。文章以南京高新区总体规划为例，通过对主体人群的调研，剖析他们的工作、消费、心理行为等具体的文化特征，从而了解其特殊的需求，进而确定高新区规划中的结构模式、用地组成、用地比例、总体形象及环境建设等重点问题，规划一个人本需求下的高新技术园区。 - 关键词：
高新区；主体人群；文化特征；需求； - Abstract: The construction of high and new technique park has entered second-undertaking stage, and urbanization is inevitably, but the constitution of main body crowd of high and new technique park decide high and new technique park plan incompletely equate to the urban planning. The article takes Nanjing high and new technique park master plan as an example, through to the main body crowd's investigation, analyzes the cultural characteristic about their work, their expense, their psychological behavior and so on, thus understands their special demands and determines the key questions in high and new technique park plan such as the structure pattern, land uses and the proportion, the overall image and the environment construction and so on, plans a park according to the humanistic requirement.
