“设计大于功能”体现了形态规范背后根本的哲学观。美国形态规范学会把形态规范定义为“形态规范是实现某一特定的城市形态而对开发进行控制的一种手段。形态规范主要是通过控制物质空间形态创建可预见性的公共空间，土地利用则在其次。”形态规范超越传统的区划方法，关注建筑物和街景之间以及建筑物之间的关系，目的是界定理想的城市形态。 - 关键词：
形态规范；区划；物质空间形态； - Abstract: “Function Follows Form” embodies the underlying philosophy behind the Form-Based Code. The Form-Based Codes Institute in US defines form-based codes as “a method of regulating development to achieve a specific urban form. Form-based codes create a predictable public realm by controlling physical form primarily, and land uses secondarily.” Form-based codes go beyond conventional zoning by addressing the relationship of the building to the streetscape and the proper relationship between buildings in order to define a desired urban form.
