城市规划过程作为公共决策的过程，是多个决策主体共同参与的结果，而其中城市规划决策主体在不同类型的城市规划项目、不同的决策环节承担的角色不同。通过杭州国际商贸城规划公共决策案例分析，研究城市重大项目规划公共决策中，在立项决策中进行辅助决策、目标决策中进行协同决策、方案决策中进行主导决策，以实践论证了规划决策主体在城市规划公共决策中可以发挥科学技术支撑、多方利益协调、公共政策制定等更大的作用。 - 关键词：
城市规划；公共决策；决策主体；决策环节；杭州国际商贸城； - Abstract: As part of city's public planning, urban planning involves a city's municipal administration functions. The urban planning department plays different roles in different urban planning projects as well as at different stages of a project. This paper explored various roles a urban planning administration plays in a city's major strategic decisions. Based on their experience in planning Hangzhou International Trading City, the author illustrated how an urban planning administration uses various methodologies and approaches to contribute to project justifications, to be proactively involved in critical project decisions and to take a lead in implementation. The paper tries to convince the readers that a urban planning administration can play a more important role in a city's public planning by bringing in data-based scientific support and by co-coordinating among different stake holders.
