针对汕头在城乡发展中的“弱政府”现象，提出“弱政府”背景下政府与市场并存的公共服务设施供需模式，并以汕头市潮南区为例详细分析了该背景下公共服务设施面临的特殊困境，将其总结为空间分布、设施门类、与其他设施、与政策法规四个“错位”，在此基础上指出政府缺位、市场失灵、政府与市场缺乏协作以致公共服务设施被动市场化是导致困境的根本原因。 - 关键词：
弱政府；公共服务设施；市场化； - Abstract: The paper focuses on the “weak government” phenomenon in the urban-rural development of Shantou City and proposes a demand-supply model, in which the government and the market coexist, and the development of public service facilities are under a “weak government”. After a thorough analysis of specific problems (concluded as the “four mismatches”), the paper points out that lack of governance, market malfunction and failure to establish cooperative relations between the government and the market result in the passive marketization of public service facilities.
