- 摘要：
“三规”是指国民经济与社会发展规划、城市总体规划和土地利用总体规划。目前，我国“三规”空间管制出现内容不协调、部门不协作和管制绩效不足三个主要问题，本文比较和分析了“三规”空间管制内容的异同，对这三个问题进行辨析，并针对问题提出有关内容协调机制、建立协作机制和法律法规三方面的解决思路。 - 关键词：
three-plan；spatialregulation；three-plan-coordination； - Abstract: ‘Three-Plan’ refers to the national social-economic development planning, urban master planning and land use planning. Lack of coordination, lack of collaboration and low performance are three main problems to the three-plan spatial regulation in China. While comparing and analyzing spatial regulation contents of the plans, this paper discriminates the problems, and suggests ideas for coordination mechanism, collaboration mechanism and laws and regulations to solve them.
