深圳的城市更新治理正在新的逻辑下升级，形成新的格局：原业主拥有了更多的主动权和话语权，甚至推动开发模式转型；政府加强了政策供给，并改革政府部分职能设置；开发商更新经营理念，并成立行业协会寻求更多的影响。分析其原因，一方面受到国家治理现代化的宏观语境和底层秩序建构的双重约束；另一方面，也是由于治理主体在博弈下主体地位和角色的自主多频演进的结果。但是新的治理格局还存在不适、危局和诸多问题。 - 关键词：
城市更新；城市治理；旧村改造；深圳； - Abstract: The urban renewal governance of Shenzhen is upgrading and forming new structure under new logic. The original owners have more initiative and right of speech to promote the transformation of development mode. The government strengthens policy supply and reforms some function settings
gradually. Developers update the operation principle and then establish industry associations to seek more help. The reasons can be divided into two aspects. One is the double restraints from the governance modernization and the construction of bottom order. On the other hand, it is also the result of initiative and multi-frequency evolution of governance subject under the game perspective. However, new governance structure still has some questions.
