改革开放以来，我国通过设立多尺度、差异化的特殊政策空间实现指定区域的快速发展。国家 级新区作为我国新时期重要的尺度战略，其形成发展对城市与区域具有深远影响。本研究选取 南京江北新区作为新时期设立的国家级新区典型案例，根据治理体系的变迁，将其发展划分为 开发区模式下的“产业孤岛”阶段(1988-2001 年)、行政区划调整带来的“和合发展”阶段
(2002-2009 年)和国家空间设立下制度与经济空间整合阶段(2010 年至今)。产业空间设立、 行政区划调整、国家空间形成等尺度工具在不同的阶段各自发挥了重要作用，制度空间的生产 始终是新区发展的核心动力，并促使经济社会空间生产与空间治理重构互相耦合。 - 关键词：
国家级新区；空间生产；南京江北新区； - Abstract: Since reform and opening up, China has set up a multi-scale, differentiated special policy space to achieve the rapid development of designated areas. National new district has become an important scale strategy in the new period of our country. This study selects Nanjing Jiangbei New Area as a typical case of the national new district in the new period. According to the change of the governance authority, the process can be divided into the three stages, including development zone under the “industrial island” stage (1988-2001), the adjustment of administrative divisions leading to “harmony development” stage (2002- 2009) and under the national space set up the politics and economic space integration stage (since 2010). The establishment of industrial space, the adjustment of administrative divisions and formation of state space has played a leading role respectively, promoting integration of economic, social space and spatial governance.
