在国家倡导加快运用 PPP 模式盘活基础设施存量资产的背景下，针对目前我国存量市政基础设施 PPP 项目入库少、签约难等问题，在相关文献研究和实地调研的基础上，首先从地方政府、社会资本、存量市政基础设施自身3 个维度，系统归纳出影响存量市政基础设施应用 PPP 模式的19 个因素，其次运用系统工程方法，建立了影响因素间的 7 级多层递阶解释结构模型，并结合OWA 算子赋权确定关键影响因素，最后针对具体操作规范和配套政策不完善、优质存量项目推出不足等关键影响因素提出对策建议，为加快存量市政基础设施应用PPP 模式工作的开展提供参考。 - 关键词：
存量市政基础设施；PPP；ISM；OWA算子；影响因素；对策建议； - Abstract: In the context of the state's advocacy of accelerating the use of the PPP model to revitalize infrastructure stock assets, in view of the current lack of storage and signing of PPP projects in China's stock municipal infrastructure, on the basis of relevant literature research and field research, the system summarizes the 19 factors that affect the PPP model of the municipal infrastructure application, and secondly uses the system engineering method to establish a 7-level multi-level hierarchical structure model between the influencing factors. Combined with the weighting of OWA operator to determine the key influencing factors, the paper puts forward some countermeasures and suggestions for the key influencing factors such as the imperfect implementation of specific operational norms and supporting policies, and the shortage of high-quality stock projects, and provides reference for accelerating the development of PPP model for municipal infrastructure application.
