近年来为解决过去粗放式管理带来的低效问题，精细化治理理念应运而生，而作为城市的基本单元，老旧小区普遍存在公共空间“脏乱差”、困难人群集聚等问题，如何实现老旧小区的精细化治理是现阶段关注的热点。本文选取PCA-DEA 作为研究方法构建了老旧小区精细化治理绩效评价体系，弥补国内外在老旧小区精细化治理水平评价方面的不足。最后以2017 年进行改造的南京市鼓楼区18 个老旧小区作为实证研究对象，代入模型量化评价其治理绩效并总结出精细化治理绩效的提升建议。 - 关键词：
老旧小区；精细化；治理；PCA-DEA；绩效评价； - Abstract: In recent years, governing urban community by fuzzy and extensive way leads to inefficiency. And then the concept of lean management emerges in order to solve this problem. As the basic unit of the city, old neighborhood has many problems such as dirty and disordered public space, people-in-need gathering, weak grid management and so on. Now, how to realize lean governance of old neighborhood has become the attention spot. The input-output performance evaluation index system of lean government of old community is built through principal component analysis (PCA) and data envelopment analysis (DEA). It makes up for the deficiency of domestic and overseas research on the evaluation of lean obsolete community governance level. Finally, the paper takes 18 old communities in Gulou of Nanjing as an object of empirical study, which were renovated in 2017 and evaluate their lean governance level through quantitative model to put forward performance improvement suggestions.
