- 摘要：
研究目的：分析当前旅游用地的内涵和需求，针对旅游产业用地发展所面临的现实问题，提出旅游用地分类标准。研究方法：文献研究法、比较分析法。研究结果：旅游用地正面临着供需数量的失衡化、用地类型的缺失化以及“易类”使用等突出矛盾。本文分析了用地问题和分类标准的有机联系，以用地需求为导向，依循主导性、衔接性、排他性、实用性等原则，结合实际用地类型，提出了旅游用地分类标准，即在原有用地标准有所修改的基础上，确立了共2 个一级地类，15 个二级地类（《分类》）和2 个中类，15 个小类（《标准》），以期解决用地矛盾。进行旅游用地分类，为当前旅游产业制度改革提供了方向，也为进一步完善国土空间规划布局、保护与传承旅游资源、建立旅游用地基准地价体系、实现旅游生态文明建设奠定了基础。 - 关键词：
旅游用地分类；需求侧；土地利用规划；城市规划；国土空间规划；衔接； - Abstract: Research purposes: To analyze the connotation and demand of current tourism land, and to propose the classification criteria of tourism land for the practical problems faced by the development of tourism industry land. Research methods: literature research method, comparative analysis method. Research results: Tourism land is facing the imbalance of supply and demand, the lack of land use type and the use of "change classification" and other prominent contradictions. This paper analyzes the organic connection between land use problems and classification standards and uses land demand as the orientation and follows the leading principle. The principles of cohesiveness, exclusivity, practicability, etc., combined with the actual land use type, proposed the classification criteria for tourism land, that is, based on the revision of the original land use standard, a total of 2 first-class land types and 15 second-level land were established. Class ("Classification") and 2 intermediate classes, 15 subcategories ("Standards"), in order to resolve land use contradictions. The classification of tourism land provides a direction for the current reform of the tourism industry system, and lays a foundation for further improving the National Territorial Spatial Planning and Distribution, protecting and inheriting tourism resources, and realizing the construction of tourism ecological civilization.
