在快速城镇化的背景下，征地争议的解决对于经济社会的持续稳定发展具有重要意义。文章着重从宏观发展环境视角探讨了经济发展和城乡差距因素对征地争议的影响机理，在此基础上通过构建计量经济模型，并利用2010—2017 年间中国大陆29 个省区的面板数据进行了相应的实证检验。结果显示，经济发展和城乡差距对征地争议的产生有着显著影响；其中地区经济发展水平对征地争议的影响表现为先增后减的倒U 型变化趋势，土地增值、第一产业产值占比偏高和城乡居民收入差距扩大都易引致更多的征地争议，而财政支农支出占比的提高则有助于缓和冲突、减少征地争议。论文最后从完善规范地方政府征地和土地出让行为、优化经济结构、提升财政支农力度和缩小城乡居民收入差距等角度提出了相关政策建议。 - 关键词：
经济增长；城乡差距；征地争议；中国； - Abstract: In the context of rapid urbanization, the settlement of land expropriation disputes is of great significance to the sustained and stable development of the economy and society. This article focuses on the impact mechanism of economic development and urban-rural gap factors on land expropriation disputes from the perspective of the macro development environment. On this basis, an econometric model is constructed and the panel data of 29 provinces in mainland China from 2010 to 2017 are used to carry out corresponding empirical test. The results indicate that economic development and urban-rural gap have a significant impact on land expropriation disputes. The impact of regional economic development on land expropriation disputes is manifested in an inverted U-shaped change trend. Land prices rise, higher output value of the primary industry and widening urban-rural income gap are likely to lead to more disputes over land expropriation. And the increase in the proportion of fiscal expenditures for agriculture will help reduce disputes. In the end, the article puts forward relevant policy recommendations, such as improving and regulating local government land expropriation and transfer behavior, optimizing economic structure, improving financial support for agriculture, and reducing the income gap between urban and rural residents.
